Using Regs4ships Digital Maritime Regulations

The benefits: It saves you time and it saves you money!

In the management office

  • Saves time because technical staff don't have to spend hours checking through regulations because regs4ships provide up-to date information in a searchable format;
  • Saves money because technical staff time can focus on maintenance and operational work rather than checking regulatory requirements;
  • Using regs4ships removes uncertainty about regulatory compliance and demonstrates due diligence (more).

Using regs4ships onboard your ships

  • Helps prevent accidents by providing guidance to those onboard;
  • Avoids documentation errors leading to:
    • deficiencies from Port State Control inspections;
    • non-conformances from Charterers Inspections; and
  • Saves money and reduces your carbon footprint by not having to send bulky paper documents to your ships - for example instead of shipping the 60-page Annex 2 to MSC-MEPC Circular 4 SOPEP National Operational Contact Points every few months when it is updated, you either receive a CD or download the information electronically using data compression software via the Internet or VSAT system.

There are no other Digital Maritime Regulations services across a range of Flags which have the ease of searching, the linking to SOLAS, MARPOL and STCW and the helpful monthly updates provided by regs4ships.

Regs4ships Digital Maritime Regulations comes in the following packages:

  • Standard - This is our entry level subscription providing access to Flag State Legislation and Documentation
  • Premium - Standard subscription plus SOLAS, MARPOL, STCW, EU Regulations and Directives and ILO Conventions.
  • Professional - In addition to including all of the content of the Standard and Premium subscription, Professional provides access to MCA Instructions to Surveyors, IMO Resolutions, Circulars and a selection of Codes. Please note due to the quantity of data this product is supplied on DVD as well as the Internet.

Some Flag States already provide their own regulations in digital format via their own web-sites and therefore we have no requirement to offer a service which is already freely available. However the Premium and Professional services with their added value content have proved very popular with our customers.

Using Regs4ships Digital Maritime Regulations on Ships

The maximum benefit of using Regs4ships Digital Regulations on ships are achieved by dispensing with the Flag State's printed paper regulations (except for those required for use in an emergency). All Flag States are different. Some have reviewed regs4ships Regulations and issued a Letter of Equivalence which recognises our system as equivalent to their paper regulations. Others will accept any digital regulations package which meets certain criteria. Some state that they have placed the regulations in the public domain and there is a responsibility placed on the shipowner to provide the correct regulations onboard and the Flag State does not prescribe how this is to be done. Others require their regulations to be carried onboard irrespective of the use of any other system.

Accident Investigation reports often refer to the failure by a ship's crew to observe regulatory guidance which could have prevented an accident or mitigated its effects. Regs4ships Digital Maritime Regulations will provide that guidance onboard in an up-to-date and searchable format.

Regs4ships Statement of Compliance for Digital Maritime Regulations

To provide shipowners with the confidence that they are showing due diligence in using Regs4ships Digital Maritime Regulations, we have published our Statement of Compliance for each Flag.

Regs4ships is accredited to the International Organization for Standardization (ISO) for Quality Management Systems and we:

  • have a set of procedures that cover all key processes in the business;
  • have monitoring processes to ensure our procedures are effective;
  • keep accurate records;
  • check all our digital regulations services for defects and we take appropriate and corrective actions when necessary;
  • regularly review all individual processes and the quality system itself for effectiveness;
  • facilitate continual improvement.

Regs4ships provide digital maritime regulations to the maritime industry as a service available on subscription. We believe

  • this is an ethical business which helps our customers to conduct their maritime business in compliance with the law;
  • we share with our customers the goal of improving safety and preventing marine pollution from ship operations.

We source Flag State regulations from the public domain, and:

  • convert them to a digital format to provide an up-to-date and fully searchable service which we maintain consistently and diligently;
  • add value to the regulations by linking them to the underlying International Conventions or other Laws.

Our aim is that our customers can be confident when being inspected against International Standards that their ships and operations fully comply.
